Ms Meenakshi Lekhi, Member Parliament and Spokesperson Bharatiya Janata Party addressed the media at Chandigarh

Chandigarh 12 October, 2014: Ms Meenakshi Lekhi, Member Parliament and Spokesperson Bharatiya Janata Party addressed the media at Chandigarh today.

While addressing the media she said that while it was already known that for the last 10 years there had been no government or governance in Haryana now the honourable court had made it clear that the last Hooda Government was illegal and hence untenable. The Government was cobbled together by engineering defection of 5 MLAs of HJC. The courts have declared the defections to be illegal and asked these MLAs to payback the benefits enjoyed by them over the past 5 years to the exchequer. She affirmed that with the support of these  MLAs being invalid ab-initio the Government itself loses its majority in the Vidhan Sabha and hence had no legal or moral right to function. By logical extension of the court ruling, as the 5 disqualified MLAs are refund the benefits enjoyed by them, this illegal Government, propped on illegal stilts, should return to the people all the benefits enjoyed by it over this period.

She also took on the case of the other epitome of corruption in Haryana politics: Om Prakash Chautala who along with his son Ajay Chautala has been sentenced to ten years of imprisonment for illegal selection of over 3000 primary school teachers in 1999-2000 by replacing the original selection lists compiled from 18 Haryana districts with “fake ones”. This case of course is only the tip of the ice berg as the people of Haryana are well aware of the rein of terror, corruption and blatant loot that they had to suffer during his Government. The irony being that today the same person is once again exploiting the system to indulge in campaigning while taking bail on ‘medical grounds’ and portraying himself to be a martyr a la Bhagat Singh.   He came out of jail on bail on the premise of “medical grounds” and straightaway went for all out campaigning openly flouting the courts order and taking the court for a ride. Finally he is back to his ‘rightful’ place resultant of High Court’s order in response to a plea seeking cancellation of interim bail plea to Chautala.

Corruption was the only consistent hallmark  of 10 year tenure of Congress rule in Haryana under CM Hooda, From issuance of bogus ration cards to covering meager 23.3% rural and 17.9% urban population under Targeted Public Distribution system to unethical practices in continuance by fair price shop owners, state machinery under CM Hooda has been trying to snatch even food from the children of the common man. Corruption in the state has been fully institutionalized in last 10 years with corruption cases such as: Ambedkar Awas Yojna Scam, Church Gate Medical Charitable Scam, Pilar Box Scam and Misuse of Funds for Backward Classes.

The highlight of corruption of course would is the “Forest and Land Scams” in Haryana. The way Congress Government has converted the tool of “Change of Land Use” into ‘Political Commerce’ is exemplary in misuse of power.  In a grand rush Hooda govt has passed 129 bills related to universities, tax appropriation, and land regulation in recent past. The outgoing Haryana Assembly has only met for 56 days in 5 years an average of 11 days a year which reflects its apathy towards common man which want its voice to be heard through these democratic institutions. Amidst campaign, in order to safeguard the interest of Robert Vadra and DLF, Hooda govt proceeded ahead by authorizing the land mutation to be “valid”. The hurry in which the legitimacy is granted to the land deal between Sonia Gandhi’s son in law Robert Vadra and DLF is testimony to the fact that Hooda is very much certain to be ousted from power on 19th Oct and such illegal deals will not get any clearance thereafter and hence dared to take such decision amidst election campaign. Damaad of Gandhi family had a free run to an extent that he has not filed mandatory annual returns of his 13 companies since 2011, when for the first time his dubious land deal had surfaced. Many of the beneficiaries of the cash-for-change of land use scam which includes ministers and MLA of present Cong Govt has been retained as candidates in the present state elections.

Trickledown effect of mal-governance coupled with massive corruption across Haryana is self evident from the dismal performance of state in rankings of literacy (22nd rank), employment (18th rank), growth rate (20th rank) and a worst sex ratio as pointed out by PM Shri Modi ji in a recent election rally of Karnal.

The Hooda Government had sanctioned 44 projects for Panchkula district.  However, out of these only 16 were taken up while the public still expectantly awaits the others to commence. Were the others just to befool the people?

The apathy of the Hooda Government today development and the welfare of the people of Haryana is evident from the fact that the Government received a grant of Rs. 17,000 croes as External Development Charges (EDC) but spent only Rs. 1,000 crores while the remaining Rs 16,000 crores are lying unused in the bank. It is left for the people of the state to imagine how much they would have benefitted if this money had actually been utilized by the apathetic Government.

So huge is the track record of the misdeeds of this Government that it is no longer possible to brush it under the carpet. It has come to light that the Finance department of the state has begun to burn the Government files and records.

She also highlighted the issues and problems of the Panchkula district. She particularly said that while the picturesque Morni Hills, Kalka and Pinjore could have been developed into a tourist destination and for horticulture, it was not done. Even the Kaushalya dam to which the residents of the district were looking expectantly, to fulfill their drinking water needs  was actually constructed to give benefit to a particular company that is very close to the Congress top leadership, while the people are still waiting for their thirst to be quenched.

In contrast to the sorry state of affairs in Haryana persisting for over a decade, winds of change are already blowing under the leadership of PM Modi ji at centre, effects of which can be clearly felt on ground. Lowest inflation in the past five years, effective governance, positive outlook of World Bank in reference to Indian Economy poised for upward growth, increase in stature of India globally a direct resultant of PM Shri Modi ji’s back to back foreign visits are all visible on the national landscape. Countering the rumour that under PM Narinder Modi the prices of medicines and drugs had escalated. She clarified that on 24th September the Government of India had clarified that the prices of the drugs are unchanged. This all has been achieved in a short span of just over 4 months and hence what lies ahead can easily be extrapolated from the steps taken by BJP govt under the leadership of PM Shri Narendra Modi JI. Now it is time for Haryana to walk shoulder to shoulder with the BJP Govt at centre and be part of the development story free of Nepotism and Dynastic Politics. There’s no alternative to stable BJP Govt in Haryana state with full majority to usher in a new era of growth free from crime, insecurity, corruption and nepotism.
